This can happen if:
A) Fast Boot is enabled in the UEFI menu which disables (at boot time) Network/Optical/Removable Devices (USB installation media).
or B) the operating system drive has failed.
First, try to get into the UEFI menu to disable Fast Boot this way:
- Press the power button, wait 3 seconds then disconnect power to interrupt the boot.
- Press the power button and we should see the Intel NUC logo
- Press F2 to boot to UEFI.
- Select Advanced > Boot > Boot Configuration > Uncheck "Fast Boot".
- Press F10 > Save changes
- Remove the drive installed in Step 1.
- Install the drive you want to install Windows on.
- Boot from your installation media
If that doesn't work, for either scenario, an alternative solution is:
- physically install an SSD or M2 drive with Windows already installed.
- Start the NUC and you will see it boot to Windows.
- Click Windows start menu > Power > Restart and hold the Shift key until you see a blue screen with "Choose an option".
- Select Troubleshoot > Advanced Options > UEFI Firmware Settings > Restart.
- Select Advanced > Boot > Boot Configuration > Uncheck "Fast Boot".
- Press F10 > Save changes
- Remove the drive installed in Step 1.
- Install the drive you want to install Windows on.
- Boot from your installation media
You may enable Fast Boot after successfully getting Windows installed and booting normally.
